Parece que ahora los neoliberales quieren eliminar el Artículo 9, Capítulo II de la Constitución de Japón

Hoy, 27 de junio del año del señor 2006, una bella mensajera de la paz japonesa entregó a esta humilde redacción el siguiente folleto:

  

Al ver la paloma de la paz encabezando tanto jeroglífico, decidimos pasarle inmediatamente copia a nuestro departamento lingüístico, que ni corto ni perezoso lo tradujo --vía inglish y sin pretensiones literarias de ningún tipo-- al castellano y al alemán, dejando otrosí la versión inglesa para que nuestros hermanos y hermanas japonesas amantes de la paz y de las buenas tapas se enteren vía google.com de que aquí en Catalunya (Barcelona, Cataluña, Vueling, Barcelona Airport japanese speaking, Gaudí, Miró, Picasso, japanese art in Barcelona and the change of the Article 9, Chapter II of the Constitution of japan...) quedamos algunas gentes que estamos más preocupadas por el futuro de la Humanidad que por las pesetas de las antiguas...

Con el fin de que eventuales visitantes japoneses no se retiren de inmediato de la presente página por no dominar la lengua de Don Quijote, lanzaremos primero la versión en inglés, después la castellana y al final la alemana, que es lo mínimo que se puede hacer con un huésped. 

"After much devastation on our land and the war we had lost, our new Constitution was born. Back then, who would have imagined our present situation, where the Constitution is under threat.

MESSAGE 

Those were the days we were all poor and troubled with lack of food. Still, our hearts were filled with hope for a better future of our country as a peaceful, cultured, and democratic nation. People were living their lives feeling assured that a breeze of change was blowing.

Now it seems that the breeze has stopped.

Air-raids that burn the sky. Next morning there were bodies scattered around on the ground. For those who witnessed everything that war can bring on our lives, our Constitution has allways been a symbol of inner breeze.

It took us a sacrifice of 60 mullion people’s lives lost during the World War II to produce such Constitution. It is not a toy for the politicians who never experienced war to play with: Our Constitution is our stronghold to fight back the recent political trend towards national armament.

We made this card because we want everyone in the world to know how we feel about our constitution.

THE CONSTITUTION OF JAPAN

November 3, 1946

PREFACE

We, the Japanese people, acting through our duly elected representatives in the National Diet, determined that we shall secure for ourselves and our posterity the fruits of peaceful cooperation with all nations and the blessings of liberty throughout this land, and resolved that never again shall we be visited with the horrors of war through the action of government, do proclaim that sovereign power resides with the people and do firmly establish this Constitution. Government is a sacred trust of the people, the authority for which is derived from the people, the powers of which are exercised by the representatives of the people, and the benefits of which are enjoyed by the people. This is a universal principle of mankind upon which this Constitution is founded. We reject and revoke all constitutions, laws ordinances, and rescripts in conflict herewith.

We, the Japanese people, desire peace for all time and are deeply conscious of the high ideals controlling human relationship and we have determined to preserve our security and existence, trusting in the justice and faith of the peace-loving peoples of the world. We desire to occupy an honored place in an international society striving for the preservation of peace, and the banishment of tyranny and slavery, oppression and intolerance for all time from the earth. We recognize that all peoples of the world have the right to live in peace, free from fear and want. We believe that no nation is responsible to itself alone, but that laws of political morality are universal; and that obedience to such laws is incumbent upon all nations who would sustain their own sovereignty and justify their sovereign relationship with other nations.

We, the Japanese people, pledge our national honor to accomplish these high ideals and purposes with all our resources.

CHAPTER II: RENUNCIATION OF WAR

Article 9:

Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes.

In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.

After much devastation on our land and the war we had lost, our new Constitution was born. Back then, who would have imagined our present situation, where the Constitution is under threat."

"Nuestra nueva Constitución nació después de que perdiéramos la guerra y que nuestro país fuera devastado. Volviendo a aquellos tiempos, ¡quién hubiera podido imaginar que un día esta constitución estaría amenazada!

MENSAJE

Fueron tiempos en que todos éramos pobres y hambrientos. Sin embargo, nuestros corazones estaban llenos de esperanza de que nuestro país tendría un futuro mejor como una nación amante de la paz, llena de cultura y democrática. Las gentes vivían sus vidas convencidas de que estaba soplando una brisa de cambios.

Ahora parece que la brisa se ha detenido.

Incursiones aéreas que queman el cielo. Al día siguiente, cuerpos esparcidos por el suelo. Para todos los que fuimos testigos de lo que la guerra puede acarrear a nuestras vidas, nuestra constitución siempre fue un símbolo de una brisa interior.

Esta Constitución costó el sacrificio de la 60 millones de vidas humanas durante la Segunda Guerra Mundial. No es un juguete de los políticos que nunca han jugado con la guerra: nuestra Constitución es nuestra fortaleza para luchar contra la reciente tendencia política hacia un rearme nazional.

Hemos lanzado este folleto para que todo el planeta sepa lo bien que nos sienta nuestra constitución.

La Constitución de Japón

Nosotros, el pueblo japonés, actuando por medio de nuestros representantes de la Dieta Nacional debidamente elegidos, determinamos que aseguraremos para nosotros y para nuestra posteridad los frutos de la pacífica cooperación con todas las naciones y las bendiciones de la libertad en este país, resolviendo que merced a la acción gubernamental jamás volveremos a sufrir los horrores de la guerra, y proclamando que el poder soberano reside en el pueblo que establece firmemente esta Constitución. El gobierno es el representante del pueblo, su autoridad deriva del pueblo, el poder está ejercido por los representantes del pueblo, y los beneficios de él son disfrutados por el pueblo. Este es un principio universal, humano, en el cual se funda esta Constitución. Rechazamos y revocamos todas las constituciones, leyes, ordenanzas y edictos en contradicción con la presente.

Nosotros, el pueblo japonés, deseamos la paz para siempre y somos plenamente conscientes de los altos ideales que rigen las relaciones humanas; hemos decidido preservar nuestra seguridad y existencia, confiando en la justicia y en la fe de los pueblos amantes de la paz. Deseamos ocupar un lugar de honor en la sociedad internacional, luchando por la conservación de la paz y la supresión de la tiranía, la esclavitud, la opresión y la intolerancia. Reconocemos que todos los pueblos del mundo tienen el derecho a vivir en paz, libres del miedo y de la miseria.

Creemos que no hay nación que sea sólo responsable de sí misma, sino que las leyes de la moralidad política son universales, y que la obediencia a dichas leyes es deber de todas las naciones que mantengan su soberanía y justifiquen su relación soberana con otras naciones.

Capítulo II. Renuncia a la Guerra

Artículo 9

Aspirando sinceramente a una paz internacional basada en la justicia y el orden, el pueblo japonés renuncia para siempre a la guerra como derecho soberano de la nación, y a la amenaza o el empleo de la fuerza como medio de solucionar las disputas internacionales.

Con el fin de realizar el propósito expresado en el párrafo anterior, no se mantendrán las fuerzas de tierra, mar y aire, al igual que cualquier otro potencial bélico. El derecho de beligerancia del estado no será reconocido."

"Nach der grossen Zerstörung unseres Landes und nachdem wir den Krieg verloren hatten, wurde unsere neue Verfassung geboren. Wär hätte damals gedacht, dass heute diese Verfassung bedroht ist.

MITTEILUNG

Es waren Zeiten, da wir alle arm und hungrig waren. Aber unsere Herzen waren erfüllt von der Hoffnung auf eine bessere Zukunft für unser Land, als friedliche, kultivierte und demokrtische Nation. Die Menschen lebten ihr Leben in der Überzeugung, es blase eine Brise von Änderungen.

Jetzt scheint diese Brise nicht mehr zu blasen.

Luftangriffe, die den Himmel verbrannten. Am nächsten Tag, verstreute Leichen. Für all diejenigen, die Zeugen von all dem waren, was der Krieg uns bescheren kann, war unsere Verfassung ein Symbol dieser inneren Brise.

Um eine solche Verfassung hervorzubringen, hat es das Opfer von 60 Millionen Menschenleben im Zweiten Weltkrieg gebraucht. Sie ist kein Spielzeug in den Händen von Politikern, die keine Erfahrung im Spiel mit dem Krieg haben: Unsere Verfassung ist unser Bollwerk  gegen den heutigen politischen Trend zur nationalen Aufrüstung.”

Wir haben dieses Flugblatt gemacht, damit jeder auf Erden weiss, was wir über unsere Verfassung denken.

Die Japanische Verfassung vom 3.11.1946

Wir, das japanische Volk, handelnd durch unsere rechtmässig gewählten Vertreter im nationalen Parlament, entschlossen für uns und unsere Nachkommen die Früchte friedlicher Zusammenarbeit mit allen Nationen und das Glück der Freiheit in unserem ganzen Lande zu sichern und nie wieder durch Handlungen der Regierung von den Greueln eines Krieges heimgesucht zu werden, erklären hiermit, dass die souveräne Macht beim Volke ruht und setzen diese Verfassung fest. Regierung ist ein geheiligter Auftrag des Volkes, ihre Autorität leitet sich vom Volke ab, ihre Macht üben die Vertreter des Volkes aus und das Volk zieht daraus den Nutzen. Dies ist ein allgemeiner Grundsatz der Menschheit, auf dem diese Verfassung beruht. Wir verwerfen und widerrufen alle Verfassungen, Gesetze, Verordnungen und Erlasse, die hiermit in Widerspruch stehen.

Wir, das japanische Volk, wünschen Frieden für alle Zeiten und sind uns der hehren Ideale, die die Beziehungen unter den Menschen regeln, tief bewusst und sind entschlossen, im Vertrauen auf die Gerechtigkeit und die Glaubwürdigkeit aller friedliebenden Völker der Welt, unsere Sicherheit und Existenz zu bewahren. Wir wünschen, einen ehrenvollen Platz in einer internationalen Gesellschaft einzunehmen, die sich um die Erhaltung des Friedens und für alle Zeit um die Verbannung von Tyrannei und Sklaverei, Unterdrückung und Unduldsamkeit von der Erde bemüht. Wir erkennen an, dass alle Völker der Welt das Recht haben, in Frieden zu leben, frei von Furcht und Armut.

Wir glauben, dass keine Nation nur sich selbst verantwortlich ist, sondern dass die Gesetze der politischen Moral allgemeine Gültigkeit haben, auch dass die Befolgung dieser Gesetze allen Nationen obliegt, die ihre eigene Souveränität erhalten und ihre souveränen Beziehungen zu anderen Nationen rechtfertigen wollen.

Wir, das japanische Volk, geloben bei unserer nationalen Ehre, diese hohen Ziele mit allen Kräften zu verwirklichen.

Kapitel II: Verzicht auf Krieg

Art. 9 

In aufrichtigem Streben nach einem auf Gerechtigkeit und Ordnung gegründeten internationalen Frieden verzichtet das japanische Volk für alle Zeiten auf den Krieg als ein souveränes Recht der Nation und auf die Androhung oder Ausübung von Gewalt als Mittel zur Beilegung internationaler Streitigkeiten.
Um das Ziel des vorhergehenden Absatzes zu erreichen, werden keine Land-, See- und Luftstreitkräfte oder sonstige Kriegsmittel unterhalten. Ein Recht des Staates zur Kriegsführung wird nicht anerkannt."
